- Has a physical or mental disability as confirmed by written documentation.
- Was in the company of someone under circumstances indicating their safety may be in danger.
- Disappeared under circumstances indicating the disappearance was not voluntary.
- Is a child.
- Is believed to be incapable of returning home without assistance.
- Went missing due to a natural or intentional catastrophe.
